Why it matters
Insight that nobody acts on is a cost. Action without evidence is a risk. Orchestrate is where the two meet: the case is at risk, the intervention has a value, and the executor is chosen for the job.

From recommendation to action
The recommendation is the contract.
Action, evidence, reasoning, policy, approval requirement and autonomy level travel together. When a person approves, edits or dismisses, that decision becomes evidence too.
